cpufreq allows for frequency scaling on platforms that support clock changes.

Driver implemented in arch/sh/kernel/cpufreq.c.
Support for SH-4 FRQCR scaling.
Developed and tested on SH7750.
Dynamic frequency scaling by way of userspace daemon.
Reduced power consumption.
