New Features and APIs (Store Queue API)

API implemented and available for SH-4 Store Queues.

Implementation resides in arch/sh/kernel/cpu/sh4/sq.c.
Simple allocator supporting user and kernel allocations.
Drivers can remap physical address space through sq_remap().
Fast zero-fill of remapped range with sq_clear().
Prefetching handled by sq_clear(), no need for sq_flush_range().
